Does this make sense to anyone?

From the NY Times today. "The Bush administration is preparing to ask Congress to approve an arms sale package for Saudi Arabia and its neighbors that is expected to eventually total $20 billion at a time when some United States officials contend that the Saudis are playing a counterproductive role in Iraq."
Contend? Sell arms to Arabs? Neighbors?
This seems insane to me. We are arming our enemies as always for big business to thrive. Then we go to war with these same enemies. Then we pay them for war damages. Then they have money to buy more arms from us.
I KNOW I have missed somethings here, but what?
Follow the money and what do we see? Who gets paid off? Shouldn't these people be tried for treason?
